- SBM Exposure workshop, organized by National Institute of Urban Affairs (NIUA), with support from the Ministry of Housing and Urban Affairs, was facilitated by Feedback Foundation at Dehradun, which was attended by officials of Dehradun Municipal Corporation [DMC] and from the Directorate.
- The learnings were discussed in the workshop were shared with the Councillor and they together decided to develop an Integrated Decentralized Solid Waste Model at Nathuawala [Ward 100].
- Land was taken on lease and DMC pays the rent
- Sanitation Park concept was developed

The project overcame the following myths related to implementation of decentralized SWM model:
- Land is a constraint
- Not in My Backyard “NIMBY” syndrome
- Material Recovery Facility to be constructed away from habitations
- Waste will generate foul smell
- Source segregation is a challenge
- Citizens don’t pay user charge
- Heavy equipment and machineries are required
- SWM operations will require huge financial support
- Operations cost can’t be met from waste revenue streams
- Landfill site required for residual/refuge waste

- ‘Zero waste at zero cost’ to the ULB
- More than 95% source segregation
- 3 tons of waste diverted from landfill every day. As on 28th Feb. 2023, 1646 ton of waste have been diverted from landfill site
- Operating cost is met from various revenue streams
- Citizens have cross subsidised the Corporation by INR 1.16 Cr

- Swachh Bharat Mission- Urban Cell, Directorate of Urban Development, Uttarakhand issued a letter on 20/09/2019 to all ULBs to implement Integrated Decentralized Solid Waste Management Model like Nathuawala, Ward 100, Dehradun.
- More than 90% of ULBs of Uttarakhand have visited the Sanitation Park to understand the model and replicate in their respective ULBs.
- Decentralised SWM option is best suited for Nagar Panchayats and Municipal Councils having waste generation less than 10-15 tons. 5 ton capacity of sanitation park can be created
- Citizen’s participate and pay service charge when guaranteed quality service delivery is ensured 24/7
- Source segregation happens when supply meets the demand
- Instead of conventional IEC tools, trigger approach to collective behaviour change is effective.
