Readiness check 2 and application for in-principle approval

The last stage in Phase 2 of the PPP process is making an application for in-principle clearance to take the project to market as a PPP. If clearance is granted the PPP can proceed to Phase 3, Procurement and the final approval stage.

We refer to this in-principle step as a clearance, and the final step as the approval. This follows the convention taken at the Centre. Final approval is covered in Phase 3 of the toolkit, Procurement.
